Engineering Technician II (Finance)



The County of Riverside's Transportation and Land Management Agency - Surveyor Division is seeking a skilled and detail-oriented Engineering Technician II to support the Geodetic Unit in Riverside.

This full-time, in-office position involves a variety of technical tasks related to measurement, mapping, and data management, with the potential for rotational fieldwork in the future. The incumbent will use a range of geodetic and engineering instruments to take precise measurements and will assist in maintaining detailed records and files related to real estate and transportation data.

In this role, the Engineering Technician II will be responsible for maintaining accurate documentation, supporting the upkeep of recording materials, interpreting engineering plans and legal property descriptions, and collaborating with engineers, surveyors, and technical staff to ensure project goals are met.

Proficiency with mapping tools and familiarity with geodetic instruments are preferred. Those with relevant experience as outlined above are encouraged to apply.

The County of Riverside's Transportation and Land Management Agency (TLMA ) is the umbrella agency for multiple county departments, as well as a few distinct TLMA Agency Divisions / departments. The departments include: the Transportation, Planning, Building and Safety, and Code Enforcement Departments, the Riverside County Airport Land Use Commission (ALUC), the Aviation Division, and TLMA Agency Administration. The portfolio's departments are focused on infrastructure, facilities, and critical services, which are essential to the quality of life, safety, well-being, and public health of Riverside County residents.

Transportation

The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.• Perform moderately difficult sub-professional field and office surveying work.

• Set up and maintain filing and indexing systems for road record documents, survey records, maps, transportation data, and other engineering record materials.

• Inspect the construction of less complex public works projects and subdivision tracts to assure compliance with plans and specifications.

• Field Duties: Act as instrument technician on a survey crew; operate electronic measuring equipment, including total stations, levels and GPS equipment as well as transit and level in making cross-section, profile, topographic, elevation, Photogrammetric, location, and construction layout surveys.

• Make computations and record readings; check and prepare field notes; may act as Party Chief on a short term relief basis.

• Office Duties: Draft topographic, geometric alignment, cross-sectional, and profile drawings and maps using manual or computer aided techniques.

• Conduct title and property owner research; prepare legal descriptions and various legal documents relating to real property; calculate bearings, distances, areas, and perform other calculations.

• Prepare drawings and sketch tracings from survey notes and other records; prepare detailed and precise maps including right of way maps. OPTION I

Experience: Three years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)

OPTION II

Education: Graduation from an accredited college or university with a bachelor's degree in surveying engineering or civil engineering.

OPTION III

Experience: Three years of sub-professional civil engineering experience. (A valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of the required sub-professional engineering experience.)

ALL OPTIONS

License: Possession of a valid California Driver's License is required.

Physical Requirements: The Engineering Technician I/II will perform duties both in the office and in the field. Office work includes handling large-format survey maps, blueprints, and rims of paper. Fieldwork involves outdoor surveying in various environments and weather conditions, including exposure to heat, cold, wind, and uneven terrain. The position requires independent physical mobility and the ability to lift and transport survey instruments and tools—such as GPS units, Total Stations, Levels, tripods, measuring wheels, and survey stakes—weighing up to 50 pounds.

For those positions designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required. Applicants must submit a Department of Motor Vehicles (DMV) driving record prior to hire. Employees in safety-sensitive positions are subject to DOT alcohol/drug testing in the following situations: random, reasonable suspicion/cause, return-to-duty, and post-accident.
