Oracle Time and Labor Consultant - Payroll (Finance)



The Oracle Time and Labor (OTL) Consultant is a functional position thatprovides a key operational role in supporting the daily execution, troubleshooting, and continuous improvement of the Oracle Cloud HCM Time and Labor module. Reporting to the OTL Administrator, this position assists in ensuring accurate time tracking, system compliance, and a positive end-user experience for more than 4,000 hourly employees across staff, student, and faculty roles. The Consultant partners closely with Payroll, Absence and Leave, Central Human Resources Service Delivery, HRIS, and individual campus units to resolve issues, ensure data integrity, and promote system adoption.Minimum Requirements
  • Associate or Bachelor's degree in Human Resources, Information Systems Business, or related field.
  • 3+ years of experience with timekeeping, workforce management, or payroll systems; 1 year supporting Time and Labor in an ERP system preferred.
  • Strong understanding of time entry rules including punch time, rounding rules, overtime calculations, overtime premium calculations, shift differential calculations, worked vs non-worked time, payable time creation, workflows, and system validation logic.
  • Experience working in a high-volume, deadline driven environment.

Preferred Qualifications
  • Experience in higher education or public sector environment.
  • Familiarity with Oracle Cloud Time and Labor.
  • Working knowledge of FLSA, and federal wage and hour regulations.
  • Certification in payroll (FPC/CPP) or Oracle Time and Labor.

  • Provide frontline support for timecard issues, validations, and approvals within Oracle Time and Labor module and the HR Help Center Ticket System.
  • Monitor time and labor transactions to identify and resolve errors during data capture, import, and transfer to payroll.
  • Assist with timekeeping rule validations and ensure payable time is being calculated accurately.

Troubleshooting and Technical Coordination
  • Investigate and document recurring issues or user challenges, escalate complex problems to the OTL Administrator.
  • Perform root cause analysis on data related errors and contribute to solution resolution and testing.
  • Collaborate with HRIS on test script execution and validation during system updates and enhancements.

Training and User Support
  • Provide hands-on support to HR Business Partners, and departmental units
  • Assist in delivering training sessions and creating user-friendly guides and communications.
  • Capture feedback from end-users to inform future training needs and optimization priorities.

Data Quality and Compliance
  • Support audits of time data, including identifying and resolving discrepancies in hours worked, and absences taken.
  • Ensure timekeeping data aligns with labor regulations, union agreements, and internal policy requirements.
  • Maintain documentation of standard procedures, escalation protocols, and resolution logs.

Process Improvement and Optimization
  • Identify opportunities for improving timecard processing accuracy and efficiency.
  • Assist in implementing and documenting configuration or process changes under direction of the Administrator.
  • Support adoption of new features or enhancements through pilot testing and user feedback.
