Role description:

Arcadis is seeking a GIS Specialist for an entry- to mid-level position to assist in the planning, development, designing, evaluating, implementing, and analyzing of applications and data products for the North Carolina Department of Transportation (NCDOT) Operation Program Management Unit (OPM) in Raleigh, NC. This is a position created to provide technical support to field users entering data into mobile data collection applications as well as to perform data entry, QA/QC, and reporting support for data maintained by the HPMS, GIS, and Mobile Operations (HGMO) Section. This is an onsite role at NCDOT in Raleigh, NC.

The GIS Specialist will be part of the larger Global Mobility Business Area. Role accountabilities:

The GIS Specialist will work with the NCDOT OPM team by providing a wide range of GIS support. The scope of the work will focus on supporting mobile data collection programs that include Collector for ArcGIS, Survey123, Field Maps, and Quick Capture using Windows and iOS tablets. Work also includes designing and creating databases, publishing data to ArcGIS Online, configuring services / apps / dashboards / mobile applications, testing and troubleshooting applications, and developing QA/QC procedures. This position will provide support for GIS data entry, QA/QC, analysis, and reporting related to NCDOT's enterprise linear referenced GIS data using Esri Roads & Highways Event Editor.

Responsibilities include but are not limited to:

• (40%) Providing technical support for the mobile data collection programs managed by the Operations Program Management Unit. Work with the OPM team to develop new and maintain existing mobile data collection projects.
• (50%) GIS data entry and QA/QC for various datasets maintained by the Operations Program Management Unit, both related to mobile data collection projects, and other areas of responsibilities, such as general roadway characteristics and federal reporting.
• (10%) All other GIS related tasks as assigned.

This position is assigned to the OPM Unit. It is a GIS Technician position specializing in mobile GIS technology with a strong understanding of GIS data editing.

Qualifications & Experience:

Required Qualifications:

• Bachelor's degree in the area of GIS, Geography, Computer Science, IT, Environmental Science or similar, or relevant experience/qualifying certification,
• 2+ years post-graduate experience in technology/visualization software, or relevant experience/qualifying certification,
• Substantial progress made toward achieving relevant vocational qualification(s) (i.e., GIS certification)

Preferred Qualifications:

• Knowledge of GIS principals, theories, and practices. Experience writing technical documentation. Proficiency with Esri suite of software products.
• Knowledge of Field data collection methods/techniques.
• Knowledge of AGOL/ArcGIS Portal.
• Experience with Windows and iOS tablets.
• Knowledge of GIS data and database management. Knowledge of GIS analysis procedures.
• Proficiency in Python. Knowledge of Linear Referencing Systems data management methods.

We offer nine paid holidays and 15 days PTO that accrue per year. The salary range for this position is $57,786 - $92,457. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
