Accountant I - CN /Accountant II - CE (Finance)

The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.

The County of Riverside's Human Resources Department has an exciting opportunity for an Accountant I - CN /Accountant II - CE to support the Finance Division in Riverside.

Under general supervision, the selected candidate will establish, review, revise, and maintain internal controls and fiscal recordkeeping procedures; audit departmental fiscal records and accounting processes; and support key functions such as budget development, rate development, management reporting, and the maintenance of accurate financial records. The position may also perform other related duties as required.

Competitive Candidates Will Possess:

  • Proficiency in Microsoft Excel, including pivot tables, VLOOKUPs, and advanced formulas.
  • Experience using Power BI for data visualization and reporting.
  • Familiarity with SharePoint for collaborative document and workflow management.
  • Strong query-writing skills (highly desirable).
  • Experience with PeopleSoft Financials and Simpler accounting/reporting systems.

The level at which the position will be filled is at the Department's discretion and depends on the candidate's experience and qualifications.

The Accountant I - CN is distinguished from the Accountant II - CE in that the latter is the fully qualified journey level classification in the series, having a greater scope of responsibility and requiring the exercise of independent judgment in performing complex accounting and auditing tasks.

The Accountant I - CN is a natural progression underfill for the Accountant II - CE. Incumbents are expected to promote to Accountant II - CE after obtaining one year of experience as an Accountant I - CN, meeting the education requirement, and obtaining a satisfactory performance evaluation. Failure to promote to the Accountant II - CE class will result in incumbents being returned to their former County classification or new hires being released prior to the end of their probationary period.

Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee who may be privy to the decision-making process of County management affecting employee relations" and are only authorized for use within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources. • Establish, review, revise, and maintain controls on fiscal recordkeeping functions.

• Examine and analyze fiscal recordkeeping systems and procedures.

• Examine, analyze and verify fiscal documents (e.g., vouchers, warrants, requisitions, purchase orders, receiving records, and invoices).

• Prepare trial balances, reconciliations, work sheets, and schedules.

• Prepare or assist in the preparation of a variety of accounting, statistical and narrative reports.

• Review, evaluate and may assist in the preparation and maintenance of the budget and internal controls.

• Prepare or assist in the preparation of recommendations for the installation of new or revised accounting cost systems, procedures and records.

• Review the classification and distribution of income and expenditures to proper accounts.

• Develop routine rates or cost models.
ACCOUNTANT II - CE
• Establish, review, revise, and maintain controls on fiscal recordkeeping functions in an assigned unit.

• Examine and analyze fiscal recordkeeping systems and procedures.

• Examine, analyze, and verify fiscal documents (e.g., vouchers, warrants, requisitions, purchase orders, receiving records, and invoices).

• Prepare trial balances, reconciliations, work sheets, and schedules.

• Prepare a variety of accounting, statistical, and narrative reports.

• Review, evaluate, and may assist in the preparation and maintenance of the budget and internal controls.

• Prepare recommendations for the installation of new or revised accounting and cost systems, procedures, and records.

• Analyze the classification and distribution of income and expenditures to proper accounts.

• Develop complex rate or cost models.

• Track, report, and reimburse routine federal or state grants.ACCOUNTANT I - CN
OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework. If assigned directly to the Executive Office, units in economic analysis and other related mathematic courses may be considered for the 18 semester/27 quarter unit requirement, given the direct nexus to the type of work performed in the department.

OPTION II
Certificate: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

OPTION III
Education: Completion of 90 semester or 135 quarter units from an accredited college or university in accounting, or another field of that study that included at least 18 semester or 27 quarter units in accounting, finance auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework. If assigned directly to the Executive Office, units in economic analysis and other related mathematic courses may be considered for the 18 semester/27 quarter unit requirement, given the direct nexus to the type of work performed in the department.

Experience: One year equivalent to the County of Riverside Accountant Trainee classification.

OPTION IV
Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework. If assigned directly to the Executive Office, units in economic analysis and other related mathematic courses may be considered for the 18 semester/27 quarter unit requirement, given the direct nexus to the type of work performed in the department.

Experience: Three years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification series.

ACCOUNTANT II - CE
OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework. If assigned directly to the Executive Office, units in economic analysis and other related mathematic courses may be considered for the 18 semester/27 quarter unit requirement, given the direct nexus to the type of work performed in the department. (One year of experience as a professional accountant with the County of Riverside may substitute for the 18 semester or 27 quarter units of specialized coursework.)

Experience: One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification.

OPTION II
Certificate: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

Experience: One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification.

ALL OPTIONS
Knowledge of: Accounting principles and practices; principles and procedures of governmental accounting; general business law and budgeting methods; principles of good office management and effective supervision; computerized data processing.

Ability to: Analyze data and draw logical conclusions; maintain records and prepare accounting, statistical, and narrative reports; supervise the work of others; establish and maintain effective working relationships; communicate effectively both orally and in writing. Open to All Applicants
