Director, EEO and Compliance (Education)
JOB SUMMARY
Responsible for coordinating and monitoring the efforts and programs of the College to assure that its employees and actions are compliant with all aspects of federal, state, and local laws and regulations, and College policies.
Manages the implementation of the System's EEO/Compliance programs to ensure compliance with applicable laws and regulations.
Executive level staff at HCC are system-wide leaders that share the responsibility to collaboratively support the one-college vision articulated in our strategic plan – Embracing Houston's Future – with college strategic priorities as measurable manifestations of our shared Mission, Vision, and Values.
Responsible for the design, execution, and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable and compliant with applicable laws, regulations, policies, and procedures.
Manages Talent Engagement activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, and performance evaluations.
ESSENTIAL FUNCTIONS
Serve as liaison to Workforce Solutions, Texas Workforce Commission (TWC) and Certified Rehabilitation Counselor (CRC) monitoring HCC to ensure compliance with Equal Opportunity (EO) obligations under Workforce Innovation and Opportunity Act (WIOA) and completing required training to maintain competency.
Serve as the System's Coordinator for Title IX of the Education Amendments of 1972, as amended, Title II, Subtitle A, of the Americans with Disabilities Act (ADA), Section 504 of the Vocational Rehabilitation Act of 1973, the Coordinating Board's Higher Education Opportunity Plan and any other coordinating roles assigned by the Chancellor.
Oversee the production, analysis and dissemination of compliance-related statistical and demographic information required by the Institution and federal and state governments.
Monitor planning, development, and implementation of HCC policies.
Assist Senior Administration and other HCCS managers by ensuring consistent interpretation and application of policies and adherence to procedures.
Oversee investigation and study of discrimination complaints to clarify issues and meet with personnel involved to arbitrate and settle disputes.
Confer with supervisory personnel to verify or document alleged violations of law.
Oversee preparation of report of findings and makes recommendations.
Identify College functions and routine business practices requiring compliance oversight.
Oversee development of Institutional EEO/Compliance Reports.
Develop, implement, or monitor effective mechanisms by which individuals may report alleged violations of the compliance program.
Manage, direct and coordinate program compliance functions and build compliance infrastructure where appropriate.
Coordinate response to government inquiries in concert with the Office of the General Counsel.
Support the efforts of the System to recruit and retain faculty, staff, administration, and student body that is representative of the community the Institution serves.
Oversee the development of an ongoing series of workshops, seminars, training, and other communication tools to explain goals, objectives guidelines and procedures associated with institutional compliance.
Serve as the principal institutional liaison with government entities and other organizations concerning EEO, ADA, NCAA, DOD, OFCCP and other federal, state, and local compliance areas.

Working Conditions
General Office. Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner. Must access, input and retrieve information from technology devices; communicate with others to accomplish job requirements. May be required to work after hours to include weekends and holidays.
