HR & Payroll Specialist (Administrative)



The HR & Payroll Specialist supports the organization by administering payroll and performing a wide range of Human Resources functions. This position plays a key role in ensuring that the facility operates in accordance with federal, state and healthcare specific employment regulations. This position requires strong attention to detail, confidentiality, and the ability to balance transactional tasks with people-focused support. The HR & Payroll Specialist will support employee relations, benefits, credentialing and HR documentation with a strong focus on accuracy and compliance.

Essential Functions

Payroll Administration
Process bi-weekly payroll for all employees, ensuring compliance with wage and hour laws, overtime calculations, meal and rest break compliance, and paid time off balances.
Audit timecards, punch corrections, and manager approvals to ensure accuracy and completeness.
Prepare and reconcile payroll reports, including deductions, garnishments, benefits premiums, and retirement contributions.
Partner with Finance to resolve discrepancies and ensure accurate general ledger postings.
Maintain up-to-date knowledge of payroll tax compliance and assist with quarterly/year-end filings as needed.

Human Resources Operations
Coordinate new hire onboarding, including background checks, I-9 verification, required notices, and new hire orientation.
Ensure completion and retention of personnel records in compliance with California and federal law, including HIPAA standards for confidentiality.
Assist with employee relations matters by drafting corrective actions, documenting performance concerns, and supporting investigations.
Administer benefits programs including health, dental, vision, and retirement; provide employee education and support during open enrollment.
Support performance review cycles, ensuring forms are distributed, collected, and filed accurately.
Maintain HRIS and payroll systems, ensuring accuracy of employee data, pay rates, job changes, and terminations.

Compliance & Reporting
Generate HR and payroll reports for audits, state agencies, and internal leadership.
Ensure compliance with FLSA, FMLA/CFRA, ADA/FEHA, and wage and hour requirements.
Support required workplace postings, safety compliance, and state-mandated reporting.

Travel

Occasional travel (up to 30-40%) to different site locations

Education, Experience, Certifications, and Licenses

Preferred
Bachelors degree in business administration, Human Resources or related field
5 7 years of HR and payroll experience with at least 3 years in healthcare or treatment
2 - 3 years of experience using HRIS/Payroll platforms (Paycom, ADP, or equivalent)

Required
3 5 years of HR and payroll experience with at least 1 year in healthcare or treatment
1 - 2 years of experience using HRIS/Payroll platforms (Paycom, ADP or equivalent)
1 2 years of experience of credentialing and licensing requirements for treatment/healthcare staff.
