The Senior Buyer is a professional position that performs all necessary procurement functions related to the acquisition of a wide variety of capital, equipment, materials, small construction, Information Technology/software and various services. Identifies sources, issues solicitations, recommends and/or selects vendors, and initiates Purchase Orders, Contracts and Blanket Purchase Orders as assigned, while following government procurement guidelines. Administers service, maintenance, and small construction contracts. Contracting and Procurement related special projects as needed. Works with supervision from the Procurement Specialist, Lead(s) and reports directly to the Contract Manager.

Duties & Responsibilities:

Essential:

  • Reviews and analyzes purchase requisitions for procurements. The dollar value of assigned procurements varies and is frequently under the small dollar purchasing threshold amount of $250,000.00, and occasionally up to $1,000,000.
  • Collaborates with internal stakeholders regarding requirements, Statement of Work or specifications, cost proposal details, payment milestones, liquidated damages, and delivery schedule. Recommends methods of procurement, type of contract, changes and/or substitution as needed.
  • Develops, recommends, and implements procurement strategies for solicitations and contracting actions in support of user departments using innovative and current industry best practices.
  • Responsible for the assessment of procurement requests and development of solicitation documents for Request for Quotations (RFQ), Invitation for Bid (IFB) and occasionally Request for Proposals (RFPs).
  • Develops source lists, advertises procurements and distributes solicitation documents to identified sources through RTD's procurement portal, OpenGov.
  • Solicits, analyzes, and evaluates quotations, bids, and proposals for goods and services and recommends or approves award of the Contract/Purchase Order and Blanket Purchase Orders (BPO), ensuring that all purchases comply with the regulatory, organization and FTA policies and accepted practices.
  • Chairs pre-bid and pre-proposal conferences, bid openings, pre-construction conferences, evaluation committee meetings and contract kick-off meetings.
  • For solicitations with evaluative criteria, facilitates and maintains oversight of the technical evaluation committee during evaluation process, to include: committee direction, nondisclosure agreements, evaluation scorecards, committee meetings and discussions, capturing strengths and weaknesses of proposals, compilation of scores, vendor demonstrations, oral interviews, negotiations, proposal ranking and recommendation of award.
  • Performs detailed price and/or cost analyses and determines need for pre-award audit or pre-award survey.
  • Develops a re-negotiation strategy and position, conducts negotiations, and prepares contract documents.
  • Conducts debriefings with unsuccessful proposers.
  • Enters data on Purchase Orders, Contracts, and changes into the Oracle Purchasing System, and Contract Database.
  • Carries out necessary follow-up and expediting activities to ensure delivery and contract performance as required by Purchase Order, or Contract or Blanket Purchase Order terms and conditions.
  • Superior, effective communication with internal departments, external stakeholder groups and vendors regarding procurement strategies, status, and actions.
  • Develops, processes and tracks contract documents, notice to proceed, amendments and purchase orders.
  • Maintains complete and accurate solicitation and contract files and records.
  • May assist with agency-wide and community procurement training.
  • Administers Purchasing Card (P-Card) Program.
  • Responsible for learning and maintaining RTD, State and FTA (Federal Transit Administration) regulatory knowledge regarding solicitations and contracting for the District to include laws, regulations, and policies pertaining to the procurement, contract award and management processes.
  • Effectively conveys the vision and mission of the organization and provides excellent service and satisfaction to internal and external customers. 
  • Facilitates the development of public trust and confidence in the RTD.

Qualifications:

  • Associates Degree in Business, Purchasing, or related field.
  • Minimum five-years procurement related experience, preferably in the public sector.
  • Knowledge of the creation, processing, and all other required tasks for various types of public procurement solicitations, contracts, and contract management.
  • Effective negotiation skills.
  • Ability to research, analyze and evaluate information.
  • Proficient with Microsoft Office Suite and computerized purchasing systems.
  • Ability to manage and maintain strong, positive internal and external relationships.
  • Ability to communicate effectively, orally, and in writing.
  • Ability to use sound judgment and maintain confidentiality.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with exceptional attention to details.

Pay Range:

$71,043.00 - $100,348.50 Annual
