IAE Project Manager II (Finance)



The University of South Florida (USF) Institute for Applied Engineering (IAE) is a Florida not-for-profit corporation and direct support organization within the USF ecosystem. The IAE mission is to provide agile, high value engineering products and services to enhance the performance, effectiveness, and capabilities of its customers to include the Department of Defense and other federal and industry partners. The Project Manager II is responsible for overall management of a project, contract, or grant. This position will collaborate with other members of the Programs team, members within other IAE departments, and members in the greater USF ecosystem - Principal Investigators (PIs), Financial and Business Administrators (FBAs) and Unit Research Administrators (URAs). This position may work with and or supervise student interns, temporary staff, Project Coordinators, Project Manager Is, Administrative Staff, or Faculty members. The Project Manager II is the primary liaison between the IAE project team and the Customer sponsoring the work.This position requires a Bachelor's degree in STEM, business, or other related field plus 4 years of relevant experience, or a Master's degree in STEM, business, or other related field plus 2 years of relevant experience.. Preferred qualifications include: degree in a related field, engineering, or physical science; experience working with the Department of Defense; knowledge of or work with an organization subject to the Federal Acquisition Regulations (FAR), and experience with Enterprise Resource Planning (ERP) software (preferrable Deltek/Costpoint). Must be eligible for a TS/SCI security clearance.

Advanced understanding of project management principles from pre-award activities through project closeout. Ability to adhere to definite timelines, reporting requirements, compliance requirements, and security requirements. Ability and desire to engage in frequent face-to-face interactions with government Customers. Ability to clearly and successfully communicate with stakeholders from a variety of backgrounds: government, industry, technical, and academia. Ability to collaborate with the Business Development team in new business capture.

4 years of directly relevant experience may be substituted for bachelor's degree.

  • Assigned medium to large projects (or groups of projects) with increased complexity and risk requiring minimal supervision and expected to work independently. Tasks are varied and moderately complex.
  • Aids in development and/or reviews project requirements or scope of work
  • Collaborates with multiple internal IAE Stakeholders to assemble a project team ensuring successful execution of project deliverables
  • Develops proposal documentation to include Cost Proposal, Technical Proposal (completed in collaboration with the engineering resources identified for the project), Subcontractor Statements of Work, Sole Source justification, etc. as necessary
  • Develops detailed schedule, budget, and performance metrics to guide the project
  • Leads project kickoff internal to IAE and external to sponsoring Customer
  • Acts as the primary liaison between all members of the project team and the sponsoring Customer, to include communication and reporting
  • Leads the development of project deliverables per the Statement of Work
  • Collaborates with the Facility Security Officer (FSO) to understand project security requirements and develop appropriate security compliance documentation
  • Manages overall cost, schedule, and performance of the project through communicating project goals, monitoring project progress, adjusting resources as necessary to adhere to the project schedule, tracking progress toward milestones, budgetary guidelines, or other performance indicators
  • Leads development of administrative project closeout documentation
  • May oversee or supervise student interns, temporary staff, Project Coordinators, Project Manager Is, Administrative staff, or Faculty members. At an appropriate time, will be assigned a PMI to pair with, supervise, mentor, problem solve issues/blockers, and learn each other's projects to provide depth for time off sick coverage.
