Learning and Development Manager (Finance)



This position manages a training program which serves a population which may consist of USF employees, outside agency employees, or an external client group. This position has broad authority to recommend and implement policies and reports to a Director, Associate Director, Program Director, or other appropriate USF administrator. This position manages staff, resources and administrative processes to ensure that the goals and objectives of the program are accomplished. This position requires skill in planning, budgeting, and evaluating projects, along with specific expertise in the subject matter of the program. This position manages a unit with other permanent staff and must supervise two or more permanent staff of Learning and Development Facilitators or other professional trainers. This work meets the FLSA criteria for an Executive exemption by managing a significant program and supervising staff. This position is distinguished from a Learning and Development Facilitator through direct supervision of other exempt training staff.This position requires a Bachelor's degree or equivalent, with at least three years of experience in a professional training position. A Master's degree in Communication, Education, Adult Education, or related field may substitute for two years of the required experience.

  • Supervises Learning and Development Facilitators and support staff in a training program targeting a USF employee group, employees of social service agencies, or external client groups.
  • Works with various constituencies at the county, state or national level to develop training program content. May implement specific objective such as qualifying trainees for certification in a training or content area.
  • Assigns staff to scheduled training projects.
  • Serves in the \"train the trainer\" capacity for staff, presenting material on learning styles, presentation skills, and specific curriculums. Develops instructor manuals and conducts classroom and field training.
  • Observes trainers and assesses performance.
  • Prepares reports on the progess of objectives for granting agencies.
  • Sets program procedures and defines broad learning goals for training programs.
  • Serves as subject matter expert on training content.
  • Researches literature and other materials to assure services are developed to the most current evidence-based practices in the subject of the program.
  • Develops and administers program budgets and monitors expenditures.
  • Provides direct training to employee or client groups
