Brownfields Specialist / Environmental Scientist (Finance)

Tetra Tech is looking for an experienced full-time Brownfields Specialist/Environmental Scientist (or professionals in related fields such as geology, biology, or environmental engineering) for our Kansas City, MO operations. This position focuses on environmental consulting with a specialization in Brownfields assessment and remediation support. The successful candidate will have a proven track record of collaborating with government agencies and communities to facilitate the reuse and redevelopment of environmentally impaired or underutilized properties.

Your Role
The selected candidate will provide support on various Brownfields assessment and remediation projects in Arkansas, Iowa, Kansas, Missouri, Nebraska, and Oklahoma, with the possibility of work in other states. This position will primarily support and manage due diligence and assessment efforts for Brownfields sites, including Phase I and II Environmental Site Assessments and hazardous materials surveys. Responsibilities will include:

  • Write or oversee the preparation of reports, Quality Assurance Project Plans (QAPPs), Sampling and Analysis Plans (SAPs), Analyses of Brownfields Cleanup Alternatives (ABCAs), and Remedial Action Plans (RAPs)Preparation of cost estimates and work plans.
  • Assist clients writing grant applications for both EPA and state assessment and remediation grants, going through state-level voluntary clean-up programs, and applying for revolving loan funds to support remediation efforts, as well as other related documents/tasks for grant recipients.
  • Support proposal and cost estimate development.
  • Market/manage existing and new clients.
  • Communicate and interact with project clients, vendors, and subcontractors.
  • Oversee and manage subcontractors during completion of site assessments, excavations, and other remedial activities.
  • Limited field work, including the collection of soil, groundwater, surface water, and indoor air samples.
  • Interpretation of sample data and preparation of data summary reports.
  • Conduct Phase I ESAs.
  • Support other environmental studies including asbestos and lead-based paint surveys, and mold and radon assessments.
  • Mentor and train junior level staff.
  • The position will require extensive outdoor work as well as some overnight travel.

In this position you will be part of multiple project teams, in some cases as a project manager and in other cases as project support staff. You will have opportunities to obtain licenses and certifications to conduct asbestos and lead related work if desired and do not currently have. You will continue to expand upon your experience and gain valuable experience while managing projects, project budgets and project teams and have the opportunity to expand further into leadership roles.

Qualifications
Candidates must have 8-12 years of experience in environmental consulting, knowledge of federal, state, and local regulations, field experience, and management of field teams including, but not limited to: analyzing for hazardous materials in the environment (soil, groundwater, air, etc.), and management and oversight of remediation projects (ground water, soil, asbestos, lead and mold). The selected candidate must also have/be:

  • Meet the ASTM definition of a qualified environmental professional.
  • Extensive report writing and technical review experience and knowledge/understanding of the full life cycle of the Brownfields redevelopment process, including project knowledge and experience with EPA-, state- (in EPA Regions 6 and 7), municipal-led projects.
  • Possess strong analytical, organizational and communication skills (both written and verbal)
  • Highly motivated, customer focused and work well in a team environment.
  • Proficiency with Microsoft Office applications (i.e. Word, Excel, and Teams) required.

Preferred experience with Brownfields grant application writing, specifically the following items, is a plus:

  • Research and identify potential grant opportunities from government agencies, foundations, and corporations.
  • Write, edit, and submit high-quality grant proposals and reports.
  • Collaborate with program staff to gather information necessary for proposals.
  • Maintain a calendar of grant deadlines and ensure timely submission of applications.
  • Develop and maintain relationships with funders and stakeholders.
  • Track and report on the status of grant applications and funding received.
  • Ensure compliance with all grant requirements and regulations.
  • Assist in the development of fundraising strategies and campaigns.

In addition, the following is required:

  • Background check

Degree / Certifications
  • Bachelor's or master's degree in environmental science, geology, or related field required.
  • Completion of 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training and current 8-hour HAZWOPER refresher training are required to perform this work. If the successful candidate does not already possess this training, Tetra Tech will provide training prior to initiating regular work duties in the field.
  • Asbestos and/or lead certifications preferred, but not required.
  • Professional licenses or certifications such as QEP, CHMM, or PG, are preferred but not required.

Work Environment

This position requires roughly up to 15% travel. This position will mostly consist of office work, with limited outdoor field work (including project site visits) that could include overnight travel. Work could occur anywhere in U.S. and occur in peak summer and winter conditions. You must be able to:

  • Walk around project sites in all types of terrain.
  • Lift sample coolers and other equipment up to 35 pounds.
  • Complete annual medical monitoring program.
  • Drive on a regular basis. Passing a motor vehicle record background check and maintaining a valid driver's license and good driving record is required.
