Site Project Controls Manager (Finance)



RINA is currently recruiting for a Site Project Controls Manager to join us in Gum Springs, AR within the Energy Project Solutions Division.

Mission

The Site Construction Project Controls Manager is responsible for overseeing and implementing project control functions at the site level, including scheduling, cost control, progress measurement, change management, and reporting. This role ensures that construction projects are delivered on time, within budget, and to the required quality standards, by developing, implementing, and maintaining effective project control systems and processes.

Key Accountabilities

  • Develop, implement, and maintain project control systems for schedule, cost, risk, and change management.
  • Lead the planning and scheduling activities at the construction site, ensuring alignment with project objectives.
  • Monitor project progress and performance through earned value management (EVM) and other performance measurement techniques.
  • Prepare and present regular project status reports, dashboards, and KPIs to senior management and stakeholders.
  • Work closely with project managers, engineers, contractors, and other stakeholders to ensure accurate data collection and reporting.
  • Analyze variances from the project plan and recommend corrective actions.
  • Oversee and manage cost control activities including budgeting, forecasting, and financial reporting.
  • Implement and manage change control processes to assess and integrate changes into project baselines.
  • Ensure compliance with corporate project control procedures, contract requirements, and industry standards.
  • Lead risk management activities by identifying, assessing, and mitigating project risks.
  • Support procurement and contract administration teams with planning and performance tracking.

Qualifications

  • Bachelor's degree in engineering, Construction Management, Project Management, or a related field. Master's degree or professional certifications (e.g., PMP, CCP, PSP, PMI-SP) preferred.
  • 7+ years of experience in construction project controls, preferably on large-scale infrastructure, industrial, or energy projects.
  • Site-based project controls experience is required.
  • Ability to work independently, efficiently, and proactively on multiple projects under tight deadlines while maintaining a commitment to quality.
  • Ability to assess and analyze data and make risk mitigation recommendations to project management.
  • Excellent analytical, organizational, and project management skills.
  • Proficiency in standard operations and communication software (Microsoft Office Suite, Word, Excel, Outlook, PowerPoint).
