Team Leader, Proposal Services (Finance)



Job Description:

Summary:

This position is responsible for overseeing broad executions of work by the Proposal Services Unit (PSU) team to keep an entire body of initiatives moving on the right path while managing and overseeing their own set of responsibilities. The incumbent is responsible for teaching and training others and overseeing the tracking of key deliverables to ensure on-time and quality completion. The Team Leader also provides proposal database oversight, formal process and quality audits, proposal (RFP) and finalist presentation generation, and provides support necessary in all areas pertaining to the sale of all product lines for multiple brands within the organization.

Essential Accountabilities:

  • Leads the Proposal Services Unit staff with accountability to achieve and maintain the department and corporate performance standards and goals, including maintaining productivity, quality, client satisfaction, and profitability.
  • Supervises and develops staff to provide high levels of administration through employee education, training, support, and development. Coordinates, plans and directs department resources in terms of work prioritization, process improvement initiatives, training, and staff development and performance management.
  • Develops, implements, and monitors PSU operations in terms of workflows, performance metrics, policies and procedures for effectiveness, efficiency, and compliance. Maintains current desk level procedures and internal resources including oversight of the PSU intranet site.
  • Manages all phases of content creation, audit, and maintenance process. Provides quality review of proposal responses and messaging to ensure accuracy, consistency, appropriate positioning of products and services, and competitive differentiation. Ensures proposals and finalist presentations are aligned with brand guidelines and other marketing content.
  • Facilitates strategic planning meetings with all levels of the organization to develop strategy and customized content, including proactive planning to develop central strategy for RFPs in advance of RFP, during RFP, throughout post-RFP finalist presentation development, and/or providing expert market intelligence on RFP trends.
  • Leads internal teams consisting of sales and subject matter experts through the development of finalist presentations. Uses marketing experience to craft a compelling and strategic story that addresses the client's needs while reinforcing the Health Plan's value story and differentiators. Maintains up-to-date library of slides to ensure accuracy, consistency and efficiency.
  • Serves as a trusted advisor to key stakeholders and leaders within the organization, as well as to external partners, with the ability to connect the dots and provide guidance.
  • Establishes and maintains relationships with external partners, including Blue Cross Blue Shield Association and third-party software companies. Manages internal and external software and data partners including Scope of Work and Purchase Order development (as appropriate), relationship, process and workflow management.
  • Conducts periodic staff performance reviews identifying areas needing improvement and initiates action, assuring any retraining is done when and where necessary.
  • Travels to other Health Plan offices, as necessary, to complete job tasks including SME interviews and strategy meetings.

  • Maintains knowledge of all relevant legislative and regulatory mandates and ensures that all activities are compliant with these requirements.
  • Conducts periodic staff meetings to include timely distribution and education related to departmental and Ethics/Compliance information.
  • Regular and reliable attendance is expected and required.
  • Performs other functions as assigned by management.

Minimum Qualifications:

  • Bachelor's degree in Business Administration or related field. In lieu of a degree, eight years of cumulative relevant experience will be considered.
  • Five or more years of marketing and sales experience preferably in the health insurance industry and/or with proposal administration.
  • Five or more years' experience developing, writing, and editing strategic and persuasive marketing copy and presentations.
  • Prior experience supervising or managing people and/or projects or indirectly leading teams.
  • Exemplary project management and written and verbal communication skills, requiring minimal management review or edits.
  • Demonstrated experience and proficiency with content and capacity management tools.
  • Strong creative thinking and problem-solving skills.
  • Strong knowledge of all Microsoft applications, especially Word, Excel, and PowerPoint.
  • Excellent organizational skills, ability to prioritize assignments, work independently and handle confidential information with discretion.
  • Proven ability to manage and meet multiple, often conflicting deadlines and to plan and implement multiple projects concurrently while working in a fast-paced, high-volume collaborative environment.
  • Strong and proven communication skills (written and verbal) with the ability to effectively interface with various levels of staff, management, and clients/customers with experience in writing marketing and promotional materials.
  • Experience organizing and implementing training programs.

Physical Requirements:

  • Ability to work prolonged periods sitting and/or standing at a workstation and working on a computer.
  • Ability to travel across the Health Plan service region for meetings and/or trainings as needed.

Compensation Range(s):

Minimum: $79,068 - Maximum: $142,322

The salary range indicated in this posting represents the minimum and maximum of the salary range for this position. Actual salary will vary depending on factors including, but not limited to, budget available, prior experience, knowledge, skill and education as they relate to the position's minimum qualifications, in addition to internal equity. The posted salary range reflects just one component of our total rewards package. Other components of the total rewards package may include participation in group health and/or dental insurance, retirement plan, wellness program, paid time away from work, and paid holidays.
